Follow these steps:
1. First come to the windows search bar
2. Type here "Control Panel"
3. Click "Control Panel"
4. Click "Hardware and Sound"
5. Click "Power Options"
6. Then click "Change settings that are currently unavailable"
7. Remove Tick mark from "Turn on fast start up(recommended)"

Now you can shutdown your laptop.
